Centre for Development of Imaging Technology, Kerala [CDIT] uses e-tendering to award contracts for procurement of products and services. With advanced technology and security measures, e-procurement is widely used in various state governments, co-operative sectors and public sectors.
The CDIT online tendering is carried out like the traditional tendering process in an electronic form. With e-tendering, CDIT is leveraging information technology, to make the process of online tendering in India, more efficient and transparent. The system helps suppliers as well as buyers to avoid long queues, reduce unnecessary paper work, save time and maintain transparency in the entire process. The system is secure and protected against unauthorised users. The security features incorporated ensure that all activities are logged, all the sensitive data about the registered users and tenders is protected by use of encryption. Only authorised users have access to this data. Tender documents signed using a sify class 3 digital signature certificates verify the identity of the vendor registered on the CDIT online tendering portal.
Through e-procurement in India, goods and services can be purchased using the internet. The process
• Establishes connections between buyers and suppliers through an exchange of tenders, catalogs, contracts, POs, invoices etc on the internet
• Helps buyers and suppliers buy goods and services online on-contract and off-contract buying of goods and services
• Facilitates participation in reverse auctions, RFPs, quotes and auctions on the CDIT e-procurement portal
To make the CDIT e-procurement process secure, digital signature certificates are used. All the data is encrypted and cannot be hacked or misused. Price bids for every tender submitted by the vendors are encrypted at the database level. The login details of all the users are encrypted at the database level. The process ensures that a user is unable to view the commercial bid of a supplier until the tender has undergone technical evaluation and the time for the opening of the commercial bid is due. Class 3 digital signature certificates (DSCs) of the signing and encryption category are used for e-tendering. Vendors can purchase valid sify class 3 digital certificates online.
Class 3 DSC is mandatory for vendors who wish to participate in the CDIT e-tendering system. The buyer department can advise tenderers on guidelines regarding the certificates. Sify digital signature certificates are stored in a password-protected USB e-token. Along with the certificate, a private and a public key are issued. The certificate owner should ensure that the private key corresponding to the public key listed in his digital signature certificate is kept confidential. A sify class 3 DSC is valid for one year on two years from the date of issuance.
