Delhi Development Authority (DDA) has introduced an electronic tendering system for procuring goods and services from contractors. M/s ITI Bangalore will provide e-tendering services to process Delhi Development Authority tenders. The DDA e-procurement system is a secure web-based solution where tender-related processes such as viewing DDA e-tenders, submitting price bids and opening of tenders will be done online. Other processes such as issue of tender documents, contractor registration, approval of tenders, pre-qualification process, submission of bid documents and generation of tabulation sheets are carried out electronically.
Contractors can participate in DDA e-tenders after registering on the tendering portal to obtain a username and password. To complete the registration process, bidders have to pay annual registration charges to ITI. To ensure secure online processes, the DDA online tenders portal is incorporated with security features like Secured Socket Layer (SSL) and PKI-based digital signatures certificates (DSC). The security measures are in compliance with the Indian Information Technology Act 2000. The portal is customised as per the existing procurement system followed by DDA.
Prospective bidders are advised to buy their class 3 digital signature certificate well in advance, to bid for DDA e-tenders. As per new guidelines issued by Controller of Certifying Authority (CCA), processing of DSC takes 7 to 10 days after submission of application form to the DDA helpdesk. Sify class 3 DSC is available in two categories – signing only and signing and encryption. The certificates are available in a validity of one year and two years. Web-based DDA tendering system eliminates the traditional paper-based tendering process and helps bring in transparency in purchases. Online tendering reduces the time utilised for the entire tender processing. Also, vendors can change their submitted bids. It is important to click the ‘Submit’ button to attach a fresh bid to a tender. In case the vendor fails to do so, the previously attached bid will be valid and taken for evaluation. Bidders can view documents submitted through the ‘Tender Document’ screen after logging in on to the portal.
